Analytical Framework
Demographic, educational, income, employment, household, mobility and community indicators.
Indicators are interpreted in relation to carbon vulnerability, transition capacity, efficiency and decarbonisation.
Temporal trends allow changes in social-carbon conditions to be examined for individual LGAs.
Capacity and vulnerability are combined into an illustrative relative social-carbon economic potential score.

Illustrative ScenarioThe following score provides a conceptual mechanism for combining social-carbon capacity and vulnerability. It should not be interpreted as a verified monetary valuation.
Interpretation
A higher capacity value represents stronger potential for social, institutional or economic participation in a low-carbon transition. A higher vulnerability value represents greater exposure to social or carbon-transition constraints. The potential score is therefore sensitive to the selected capacity and vulnerability indicators.
